Key Immunisation and Health System Challenges

Libya's cold chain management faced weak temperature monitoring practices, incomplete stock management, poor application of SOPs, and fragmented coordination across supply chain levels. Limited participatory planning mechanisms compounded these challenges.

GaneshAID responded with a structured combination: Mid-Level Manager (MLM) training delivered interactively, Master Trainer development for national scale-up, a co-developed National Vaccine and Cold Chain Handler's Handbook, and a costed Continuous Improvement Plan developed through a consultative workshop.

Highly interactive, participatory MLM training combining hands-on sessions (shake test, ice pack conditioning, temperature monitoring), scenario-based exercises, group work, case studies and a field visit. 34 mid-level managers trained. 12 Master Trainers selected and equipped for national cascade.

Co-developed with UNICEF and NCDC, providing contextualised SOPs and practical guidance on stock management, RTMS use and forecasting aligned with Libya's operational realities.

A consultative workshop brought together immunisation programme stakeholders to review EVMA findings, define priority improvement actions and develop a costed multi-year cIP — an evidence-based roadmap for Libya's immunisation supply chain.
